Burnside Bridgehead Project

In 2005, Opus Northwest approached Homestead Capital, Catholic Charities and PHC Northwest to partner for affordable housing as part of a larger development of mixed housing types and price ranges in the Burnside Bridgehead Project. Opus’s development concept includes 22,000 square feet of retail space to support the larger resident population. Opus Northwest has the capital to build the project with public funding for a portion dedicated to affordable housing for working individuals and families. John Murphy and various members of PHCNW’s staff have worked to become an integral component of this team. This effort has resulted in increased visibility for PHCNW at a regional level, and cemented PHCNW’s recognition as an affordable housing player.

The affordability range and number of workforce housing units in the Opus proposal is consistent with public policy priorities. Affordable workforce housing is a necessary and fundamental component of a healthy economic region. When people can both live within a practical distance from their places of employment and afford rent, food and medical care, the positive societal effect is monumental. Such a model will have a tangible effect on our transportation system, our level of congestion, our degree of pollution emissions and employee productivity. The public monies budgeted for affordable workforce housing is consistent with objectives and in line with the goals of Portland’s Consolidated Plan and supported by City Commissioners Sten and Adams, Mayor Tom Potter, Oregon Housing Community Services, the Housing and Community Development Commission, the City Club of Portland, the Portland Business Alliance, METRO and the Portland Development Commission (PDC). The PDC Evaluation Committee report listed the Opus NW Team’s strengths as: most attractive design, creating best public spaces, greatest square footage committed to affordable housing and more home ownership opportunities. Next steps include design considerations that dovetail with transportation and regional land use and development initiatives.
