Affordable and Subsidized Housing
In keeping with the PHCNW mission of providing training, employment and services to individuals with disabilities, housing development began in 1999 with the acquisition of 245 HUD-subsidized apartment units in Portland, The Dalles and Albany. In 2001, 129 affordable units were acquired in the Portland metropolitan area, with another 32 units in Vancouver, Washington added in early 2002. Today, PHCNW Property Management oversees nearly 500 affordable housing units and HUD subsidized units.

PHCNW Property Management is dedicated to creating safe, comfortable communities through superior maintenance and supervision of affordable housing complexes. PHCNW employs people with disabilities, and PHCNW Property Management does not discriminate on the basis of handicapped status in the access to its federally assisted programs and activities.

A waiting list for these complexes is managed in the main office at PHCNW and is approximately two years wait. Applicants for the waiting list must complete a Waitlist Application Form and submit it to our main office. Applicants are waitlisted in the order the applications are received. The application must be completed entirely so that applicants can be contacted when housing becomes available. Because of the limited number of units, PHCNW cannot provide immediate subsidized housing for people who need it as a result of domestic violence issues, homelessness, or disability needs.

When an apartment becomes available, the first person on the wait list is contacted and asked to complete the Housing Application Form required for the screening process.

Affordable Housing for Low and Modest Incomes (Wapato)
PHCNW owns several apartment complexes in the Portland area. While this housing is not directly subsidized, PHCNW maintains its mission to provide quality housing at a price that is competitive and affordable for working individuals and families. PHCNW does work with assistance programs such as the Section 8 Voucher, RASP, DV grants, Ready-to-Rent, Fresh Start, and other assistance programs.

HUD Section 8 Subsidized Housing (Trillium)
PHCNW owns and manages 245 units in 7 different apartment communities in the Portland Area, The Dalles and Albany that are HUD subsidized. This means that each resident or family pays 30% of their monthly income for rent. These complexes provide quality housing for low-income individuals and families.

HUD 811 Subsidized for Individuals with Disabilities
PHCNW’s newest addition is a 16-unit complex under the HUD 811 program, which provides subsidized housing for people with severe disabilities.

Halsey Terrace offers newly remodeled one and two-bedroom units which include updated appliances, new carpet, new vinyl, and ample storage. This is a quiet complex which opens into a beautiful central courtyard. Plenty of off-street parking. Easy access to area shopping and near bus lines #77 and #71.
