Contracted Services
PHCNW qualifies under State and Federal Regulations for Government Contracts. PHC Northwest, Inc., founded in 1951, is a 501(c)(3) non-profit corporation that trains and employs people with disabilities.

PHCNW provides contract work to many private companies, state and local agencies, and is a participant in federal JWOD contracting programs. With outsourcing contracts, PHCNW can assist individuals with disabilities who traditionally lack work opportunities. PHCNW helps them develop the technical skills required to become contributing members of the workforce, to build self-esteem and to live independently.

Defense Prime Contractors Participate in the JWOD Program
Department of Defense (DOD) prime contractors receive credit towards their subcontracting goals if they subcontract with qualified nonprofit agencies participating in the JWOD Program. This authority can be found at 10 US Code 2410(d), and an informational clause to this effect was added by the Defense Logistics Agency to its solicitations.

The clause (DLAD 52.215.9004)(DEC 1997) stems from DLA PROCLTR 97-34, is the second in a series of guidance letters encouraging support for the JWOD Program. DLA was looking for innovative ways to work with the program that could provide JWOD agencies the greatest opportunity to participate as subcontractors. While subcontracting with JWOD is encouraged, it is not required.

State and Local Agencies Purchase Products and Services from Individuals with Disabilities
"Public Agency" or "Public Contracting Agency" has the same meaning contained in ORS 279.011. To purchase services or products from a "qualified nonprofit agency for individuals with disabilities" refers to a non-profit activity center or Qualified Rehabilitation Facility [QRF].

"Direct labor" includes all work required for preparation, processing and packing, but not supervision, administration, inspection and shipping. A "disabled individual" means an individual who, because of the nature of disabilities, is not able to participate fully in competitive employment, and for whom specialized employment opportunities must be provided.
