HUD Section 811 for People with Disabilities

PHC Northwest manages Halsey Terrace for people with disabilities and Pioneer Abodes for people with developmental disabilities which are HUD 811 subsidized housing. These complexes provide quality housing for low-income individuals and families. The definition of disability is included in Part IV of the Screening Criteria. Each resident pays 30% of his or her monthly income for rent.

HUD Section 811 Waitlist Application

A waiting list for these properties is managed by PHC Northwest and the wait is approximately 3-5 years. Because of the limited number of units, PHC Northwest cannot provide immediate housing assistance.

  • Applicants for the waiting list must complete a Waitlist Application Form and submit it to our main office. A form is available for each of the properties listed below and can be viewed and printed through the "Waitlist Application Form" link associated with the selected property. Waitlist applications may be submitted for each property based on qualifications, but the correct application for the property must be used.
  • The "Waitlist Application Form" must be filled in completely. Incomplete applications will not be accepted and will be returned.
  • Waitlist applications will be processed according to the Tenant Selection Plan. PHC Property Management has updated the Tenant Selection Plan. If you would like a copy, please contact us and one will be provided.
  • Once an application is submitted to the waitlist, applicants MUST update their application status at least once in a six month period. Failure to update status will result in the application being removed from the program.
  • When an application nears the top of the waiting list, the applicant will be contacted and requested to complete further documentation required for the screening process. Read the Screening Criteria for HUD Section 811 Project-Based Housing requirements.
  • You have the right to include as part of your application the name, address, telephone number and other relevant information of a family member, friend, or social, health, advocacy or other organization.  This individual or organization may be contacted by PHC Northwest to help in resolving issues that may arise during your tenancy or to assist in providing special care or services you may require as a tenant.  If you would like to give us this information, please complete the attached formand submit with your applications.

Screening Charge and Deposits

There is no application fee. A refundable security deposit based on income is required. To schedule a tour, or inquire about availability, contact the PHC Northwest main office.
